year was charged to 31st Marc so that work on Estimates did not coincide with

hottest period of year also owing to incidence of leave Departments were never

up to strength August and September when Estimates would be in preparation if

financial year ended 31 st. December. On whole therefore prefer retain 31st March

and Estimates being prepared on that basis. This would give more time for at

present with many unknown factors many figures will be purely guess work.
